Said Carolan, "This is going to be controversial." I really like her, but I'd give her a 3.5 out of 10. Sorry!" (Other celebrities Carolan rated Gigi and Bella Hadid a perfect 10 for being "super polite and friendly to the waitstaff" and Kylie Jenner a perfect 2 for tipping "$20 for a $500 dinner bill.")

Bieber found the video and was, apparently, horrified; E! reported (opens in new tab) that she commented, "I saw this video and wanted to say I'm really sorry if I gave you a bad vibe or a bad attitude." That was never my intention!"

"I hate to hear that that was your experience with me, but I'm glad you reached out to me so we could do better! I hope we meet again, so I can apologize in person," Bieber continued. And Carolan accepted her apology: "Hi, Haley! We love an accountability queen. 'Thanks for taking the time to apologize, and I hope we can meet up again sometime and start over.
